Another lie was broadcasted in the airwaves of Caraga by the spokesperson of the 4ID PA in the morning of September 17, 2011. Col. Osias declared that an NPA member, a lumad-Mamanwa woman named Mrs. Bebet Kalinawan Enriquez was hit by an NPA CDX (command detonated explosives). Bebet is now in the army hospital in Cagayan de Oro City. The truth is that Bebet is a victim of indiscriminate firing by army troops under the 4ID during a massive military operation or militarization launched by the 4ID PA in Caraga region.

Last August 30, 2011 to September 13, a 15 day massive military operation was launched in Caraga under the command of the 4ID PA. Areas affected were the following:

· Agusan del Norte in the mountain barrios of the municipality of Cabadbaran, RTR, Santiago, Tubay, Kitcharao and Butuan City.
· Surigao del Norte in the mountain barangays of the municipality of Alegria, Gigaquit and Claver.

Another military operation of the 29th IB PA and 36th IB PA troops under the 401st Brigade was also launched in Surigao del Sur around this time. In the areas of the 401st Brigade, a series of military operations were launched, with only 8 days of respite followed by 7-15 days military operations in the mountain areas. Residents were only able to work in their farms during the 8 days of break from military presence.

It was during this massive military operation launched directly under the 4ID PA when the indiscriminate firing was carried out by members of the 30th IB PA against the civilian lumad-Mamanwa woman Bebet Kalinawan Enriquez last September 10 at around 3 o’clock in the afternoon in the mountain areas of Panaytayon, Brgy. Mahaba, Cabadbaran City, Agusan del Norte. The 4ID declared in the news that the NPA discharged explosives which allegedly hit Bebet. The exact opposite happened. Do the AFP doctor and Col. Osias not recognize bullet wounds from high caliber arms that it proclaimed the NPA’s CDX hit said civilian?

A separate actual incident happened last September 2, 2011 at around 4 o’clock in the afternoon where the army under the 4ID detonated a CDX (command detonated explosives) left by a group of the NPA of Front-16. This happened in the mountains of Sitio Zapanta, Bangayan, Kitcharao, Agusan del Norte.

Did Col. Osias base his statement from false reports of the soldiers that militarized the mountains during their military operations? Does the spokesperson really know the real actions of their troops in the mountains? Are the statements of the relatives of Bebet stating that they are civilians earning a living in the mountain areas since birth, not enough?

Recently it has been observed that military troops are in preparation and talks of attacks in NPA areas have been circulating.

This image of relentless attacks of the AFP through military operations of the mountains of the four provinces of Caraga is the portrait of militarization in the mountains. The people’s economic conditions are affected; economic activities of the farmers will stop for several days. This is a bane especially to the farmers as it sabotages their economy. More so they detest it for the human rights violations that will surely happen.

The militarization that Col. Osias mentioned in the airwaves is that of MARTIAL LAW during the time of president Marcos. That is why he said that there is no militarization.

The relentless military operation under the US-Aquino regime’s Oplan Bayanihan is the concrete picture of militarization of areas under the 4ID and the whole country.
