The MILF and the Moro people must be cautious; they must guard against the devious scheming of the US-Aquino regime

The recent signing of the Framework Agreement on the Bangsamoro opens new avenues to the talks between the MILF and the GPH, and poses greater challenges to the Moro people in general. But when the dust of exuberance on this turning-point settles, the Moro people, who at present looks to the MILF for leadership, must not allow this Framework to make them open and vulnerable to the devious scheming and machinations of the Aquino regime and its US imperialist boss.

The MILF must avoid being inveigled and, in the process, out-maneuvered to fall into the precipice of defeat not only for them, but for the entire Moro people. Thus, the NDFP in Mindanao appeals to the MILF leadership and its current forces, other patriotic Moro groups and the Moro people to be ever more vigilant and critical of the US-Aquino regime, and to never lose sight of their firm resolve to unflinchingly continue the legitimate struggle for the right to self-determination.

While the MILF trusts the workability of such a Framework, it must take caution in proceeding to deal with the Aquino government because, clearly, there are risks to consider.

The Framework, as it stands, is entirely subsumed under the limits imposed by the Constitution of the reactionary government, which lends much doubt on its ‘bilateral’ nature. Major provisions in the agreement, such as those pertaining to the crafting of the Bangsamoro Basic Law, fiscal policies and even the maintenance of an armed force, are wholly subject to the powers of the executive, legislative and judicial branches of the reactionary state. This drawback only means that the MILF cannot unilaterally craft and implement policies on law enforcement, monetary matters, and the justice system (except those covered by Shariah law) without passing through the scrutiny, censure and control of the ‘central government.’ Worse, the same ‘central government’ reserves the right to override any Bangsamoro policy it deems detrimental to its vested interests.

For instance, a striking provision under “Revenue Generation and Wealth Sharing” (Part IV, No. 4) paves the way for natural resources, such as natural gas and minerals, in Moro areas to be plundered and controlled by the local ruling elite and foreign monopoly capitalists. The phrase “a just and equitable share in the revenue generated through…the utilization of natural resources” cannot, in any way, be deemed to afford real protection to the Moro people’s right to self-determination on economic matters because all policies related to this will largely be dependent “with the formula agreed upon by the Parties” or, in real terms, the Aquino government.

Alarmingly, even without the particular ‘annexes’ with regard to the ‘decommissioning’ of MILF armed forces (the Bangsamoro Islamic Armed Forces), the Aquino government has already begun the emasculation, and eventual dissolution, of the MILF’s ‘most important bargaining chip’ by slyly manipulating to place the BIAF in a passive position through long-drawn ceasefire agreements. One must not also be blind to the fact that the AFP, the PNP and US troops continue to be on the offensive and have no intention to back down until MILF and other Moro armed forces completely fold. Thus, before any form of ‘decommissioning’ takes place, it must be crystal clear that the terms must never render MILF-BIAF forces incapacitated, without initiative, or simply reduced to take on police function under the control of the PNP. Without the BIAF, the MILF will be inadequate and incapacitated to protect the Moro people it represents.

The MILF must therefore guard itself against counter-tactics employed by Noynoy Aquino and his US imperialist master that intend to clip its initiative in the process of begetting the true recognition of the Moro people’s right to self-determination, as well as attaining genuine peace in Mindanao. Consequently, the Obama regime in the US celebrates over these newest political machinations against the Moro people because it fundamentally serves its imperialist geopolitical interest in Southeast Asia.

Thus, given the current level of the MILF-GPH talks, the NDFP-Mindanao encourages the MILF to doubly ensure that the Moro people is not pushed towards the losing end by making certain that the Aquino regime does not short-circuit the processes required to render the Framework more meaningful and genuinely workable for the Moro people.

Learning from past lessons, the MILF should not easily relinquish its effective military strength at the whim of the reactionary government and of US imperialism so that it can continue to preserve and defend the interests of its organization and the entire Moro people. It must hold in high regard, above all else, the very aspirations of the long-suffering Moro people.

The NDFP-Mindanao calls on other legitimate armed Moro groups and the whole Moro people to strengthen the struggle for their right to self-determination on two fronts: First, in the assertion of basic human and political rights, persist and broaden the Moro mass movement by the thousands; and second, strengthen and further intensify the Moro armed revolutionary resistance against our common enemy – the fascist state and its armed forces, and US military interventionist forces. Advances in these two fronts, especially in the latter, are the only assurances the Moro people, as well as the entire Filipino nation, have in attaining genuine emancipation from national and imperialist oppression and exploitation.

The fight for the right to freedom and self-determination of the Moro people is the essence of our formal alliance with the MILF. The agreement entitled “The General Agreement Between the NDFP and the MILF on Cooperation and Mutual Support in the Revolutionary Struggle,” which fully articulated such basis, was forged on 14 February 1999 at Camp Abubakar, Maguindanao. Thus, the NDFP in Mindanao hopes that, despite the signed Framework, the MILF continues to fight for the genuine aspirations and interests of the Moro people.

The Communist Party of the Philippines (CPP), the New People’s Army (NPA) and all the allied organizations under the NDFP reaffirm their commitment to fight ever more vigorously alongside other legitimate Moro groups and the Moro people for their right to self-determination notwithstanding the result of the Framework.
