One of the significant achievements of the peace talks between the Government of the Philippines (GPH) and the National Democratic Front (NDF) is the signing of the Joint Agreement on Safety and Immunity Guarantees (JASIG) in 1998. The aim of the JASIG is create the necessary conditions for peace negotiations by providing guarantees to negotiators and consultants of both sides against persecution by either party. In 2010, the revolutionary forces welcomed the reaffirmation of the JASIG as well as other previous agreements such as The Hague Joint Declaration of 1992 and the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL). Over the next three years, however, the Aquino regime will violate the JASIG with impunity and subject peace consultants of the NDFP to arrests, filing of trumped-up criminal charges and prolonged detention. It has become quite apparent that the Aquino regime and its armed forces carried out the arrest and detention of JASIG-covered NDFP consultants as a means to hinder peace negotiations with the NDFP, knowing full well that negotiations cannot be formally resumed with the constant threat of abduction, arrest and detention of NDFP consultants.
